FAC(무선통신인증)
▶ 개요
– 러시아 내 공용 통신 네트워크망에 접속되는 모든 기기는 지정 인증기관을 통해 CoC 또는 DoC를 발급받아야 하며, Federal Agency of Communications(FAC) 등록이 요구됨
– Decree N532 “On approval of the list of communications subject to mandatory certification”의 CoC 대상품목은 지정 인증기관을 통해 CoC를 발급받아야 하고, CoC 대상품목은 아니지만 공공통신망에 접속되는 통신기기는 DoC를 발급받아야 함. 일반 소비재 제품은 대부분 DoC 대상임
– 러시아 통신 인증 시스템에 대해 지정 받은 해외 시험소는 없으며, 외국 시험소에서 발행된 성적서 인정은 법적으로 불가능함. 따라서 현지 지정 시험소를 통한 시험하거나, CE-RED 조화된 규격에 대한 성적서 제출 시 FAC성적서로 재 발행하여 인증을 진행할 수 있음.
– DoC의 경우 러시아 현지 업체만 신청 가능하며, 해외 제조사의 현지 대리인이 신청하는 경우에는 양자간 계약에 대한 계약일 및 계약번호가 DoC 상에 명시되어야 함. CoC는 해외 제조사도 신청 가능함
– DoC에는 1개의 모델만 명시될 수 있으며, CoC에는 유사모델 또는 시리즈 모델 명시가 가능한 경우도 있음

▶ 특이사항
FAC 등록과는 별도로, 암호화 알고리즘(encryption algorythm)을 사용하는 하기 16개 품목은 CU(Customs Union) 규정에 따라 FSS(Federal Security Service) Notification이 통관 시 요구되며, 러시아 현지 업체만 신청 가능함
